When it got towards the end, the developers were focusing more on the PS4 or still on the PS3 meaning it was getting rarer for a game just to be on 1 disc. Some games already had an install disc and a play disc (GTA V, Forza 4, among others), split between single player and multiplayer discs or a play disc and a DLC disc. A 8GB disc just wasn't enough when other consoles had 50GB Blu-rays (the Wii basically became a Just Dance machine at the end and that was the other 8GB disc machine) or able to download/install as much as you want on a PC.
