The stylus color is based off of the region of the game you are playing. From the information I've gathered, the EU version of Super Mario Maker has a white stylus, and the US version has a black one.
When I found out you could change the hand I always used the Mario one.
On an partially related note, I lost my Wii U's stylus, and my fingers aren't exactly H A R D enough I guess to click the screen, so I gotta use my trusty fingernails.

I feel like the default hand should be Mario's hand bc the actual default hand implies that white is the default skin tone

I don't know how to change the stylus color... I had a black wii u but the stylus was white for some reason
