I've seen the larger Wheel Cutter in a few different rips but I've never actually seen it ingame, does it even appear at all?

@Rabbid4240: It's specifically from the Japanese-only PlayStation version of Mega Man 4 (Rockman Complete Works).
I've never seen Mega Man use Rush Marine without his Helmet on, since the only games you can do that is 9 and 10, and you can't use Rush Marine in those games
@MarioMadness734 You're not colorblind, they changed Mega Man's palette in 9 and 10.
Probably because NES games don't have a native palette and anything ripped from them use estimated colors.
I'm probably color blind, but I swear Mega Man 1-6 Cyan colors are much brighter than 9-10's.
