@Murphmario I believe the way it works is that it rather than just replacing the colour below it, it instead subtracts the colour here from whatever is below it, using the SNES' colour math abilities.

Interesting... I have ripped one sheet with a similliar spotlight gameplay feature that was also with inverted colors, but I inverted the colors with an image editor before submitting. This is the sheet I'm talking about

All you need to do is invert colors.

And for anyone confused as to why this looks so messed up, that's what this effect looks like in a map viewer. Pretty sure the SNES itself does stuff behind the scenes to make it look how it does in-game.
