As far as I remember, vSNES had problems showing the tiles within memory viewer. The other mario games in All-Stars didn't have this issue.

What do you mean? I can't see any decoration on both of their caps.

Star Power Somersault Luigi looks like Mario, that's just how it is in the game.
Probably done by the devs to save VRAM space. Same goes for the statue form.

I grew up with this version of SMB3. It took me almost 2 decades for me to realize that Luigi was originally just a recolor of Mario on the NES version. I really should give the NES versions of these games a try.
