Looking at MK64's development, Wario was actually originally added as the replacement for DKJr, with Magikoopa being the intended replacement for Troopa. They then replaced that with DK.

Why couldn't this legend be in MK64?

@QuadFactor Although the Luigi palette doesn't fit Koopa ALL that well, I feel like this is a little over saturated.
@TheofficialCL, @thejohnston7: It's because he has the same palette as Luigi. I made an edit using colors from Bowser's palette, and it looks way better if you ask me.
@TheofficialCL It's probably that way due to palette restrictions.
It creeps me out that it's skin is flesh colored and not yellow...
