I got this version on Wii U VC.

Yep, it was on the SNES and one of the last big games to be on there. They had to use a special compression chip because it was proven too much to fit nearly all the characters and stages. In an early prototype that didn't use it, some characters actually had more frames and extra details that got dropped but it soon became apparent that it was going to take a LOT of ROM space and think the largest was 6MB (48 Megabit).
Guessing that Capcom wanted to milk every yen. I mean this was also in the arcades, PS1 and Saturn originally, technically two versions (Alpha 2 and Alpha 2 Gold/Dash, the latter was also in Street Fighter Collection and got a limited arcade release but only in Japan/Asia as the clunky Zero 2 Alpha).
