First off, Pac-Gal is a rom hack of the original Ms. Pac Man that (presumably) only changes the colors. It is not an official product produced by neither Namco nor Bally Midway.
Second, and I'm not saying your headcanon is bad or stupid in any way, but it's just... wrong. Like, sure, you can have your opinions, I'm fine with you believing this is Kinky's first game (and yes, I call him that, it's funnier) but when you're taking what was essentially an error and having THAT be your mindset for the rest of your life, you're eventually going to confuse not just fans of the series, but possibly even yourself.
I'm not trying to hurt your feelings in any way, I only believe it would be better (if you find yourself communicating with other people) that you refer to the red and orange ghosts by their proper names that were established even before you were born.

I'd say maybe the bright yellow ghost is supposed to be Kinky, but I don't think Arrangement existed yet at the time this game came out.

Congratulations to Pac-In-Time for being one of only two Pac-Man games to somehow lack any orange ghosts entirely (the other game being Pac-Attack). The light yellow one that is used alongside the three other "classic" colours in most levels is probably meant to be Clyde... but IDK, Clyde ain't bright yellow.
Figured people would want to have Clyde exist with his orange colouration, so I did a custom orange palette using some colours from other existing sprites in the game. Also a green ghost palette because Pac-Mania rules (and the original game already has a palette for a grey ghost)
