Why do you think it's Japanese-only?
The reason it's in the JP version at all is to complete the homage to Little Nemo: The Dream Master, which is oddly more popular in Japan than its country of origin. Kinda like the Flatwoods monster and Shaun the Sheep, though admittedly the latter is far from unpopular or obscure in its country of origin..
