That's because technically it's a sequel to Joe and Mac (JP title is Caveman Combat 2: Rookie's Adventures, Caveman Combat being Caveman Ninja outside of Japan). Joe and Mac 2 is Joe and Mac 3 outside the US, I think Data East realised that Rookie/Congo didn't quite work out...
