The layouts of the maps (overworld, dungeon, etc) are really different.

Palettes are slightly different, though.
Anyways, I'd have named this section "BS Zelda no Densetsu: Inishie no Sekiban," since that's what it's called in the only language it was released in.

Tiles, yes, I believe so. As for items, there are some differences (the Worn-Out Glove, for example, is exclusive to Ancient Stone Tablets).
