I feel like the smile makes him look more villainous
@ToonAlexSora007 Perhaps this was done so that a player who has not seen the film does not think that we are playing as Woody as a villain
In the SNES version Woody has a jealous face like in the movie, but here, for some reason he has a goofy smile as mentioned below.
