2 player is only inaccessible in sonic jam 6. in mario it's selectable on the title screen
Even the death sprite looks kinda big.
The Player 2 mode is not normally accessible in the game, you need a hex editor and or a Game Genie code to get it to work.
Luigi is NOT unused, there is a 2 player mode, Duh.
Those small sprites may be one of three things:
1) A compressed version of Super Mario (highly unlikely)
2) A frame from when Mario's in a mid-transformation from small to big (it sorta looks like it)
2.1) Above but with custom edits
3) They're just custom, no more words
