Oh, you weren't wrong in that guess, I just checked the March 9 1994 prototype of SOR3, and surely enough, the red pants is his player 2 color in Duel mode!
@MotorRoach I can't remember, it had been years since I last played the game... I think it came from one of the many localization prototypes and would have been in the Battle Mode. It's not in Bare Knuckle III or US/PAL Streets of Rage 3 versions, just checked.

Wow! In SOR4, Axel 3 is missing one of his running animation frames. And the first two animation frames of his Grand Upper has a few green pixels that are the exact same color as this spritesheet.
Mostly to make it not look like they just straight up reused Axel, Blaze and Skate's sprites from 2.
