I agree that there are better things to do than something related to Sonic.EXE, but it's probably not the most important thing in the world to worry about.
Also, I do not agree with the idea of modifying the sheet's permissions to users (Or a specific group of users), especially if the sheet IS a rip. SEGA has not imposed problems to Sonic fans for using their work, art or characters, and the fact that this is a rip, it should probably keep the original permissions given by SEGA (Not saying it is nice doing stuff like stealing and reposting) As long as it is not for profit purposes (Do not do another Sonic Omens lmao).
Unless the sprites are drawn by yourself, in this case you can change the sheet's permissions you want, thought. But after all I think this will just be the comment of a random person on the internet.

Tails Doll was portrayed as a supernatural entity with the ability to transform into a horrific monster in the Archie comics though, so it can be argued that Tails Doll was intended to be creepy.

Seriously, it has been one of the worst things to come out of the internet, and blamed for giving Sonic fans another negative blow.
Also, it's 2021. You look like an idiot if you still think it's cool or scary. Not helping was that it got referenced in Ready Player Two!
The Tails Doll thing is just as alienating. Misses the point of the character. (It's a half-assed invention Eggman slapped together by putting a robotic gem on a crudely-made plush toy he would've made in a rush. It's supposed to be stupid, not scary)
