wish they kept it in the final release or atleast Origins adding it.

I tested and no parallax scrolling occurred in-game, but I stand by YGbJm's breakdown of what it possibly could've been.
@JerpyDerp - They wouldn't have used this exact one; any information of it before the rip was blurry JPEG images.

I never was that fond of the final background. If they'd kept this i would've enjoyed LZ so much more.

I could be wrong, but I'm pretty sure that this background was intended to have some kind of parallax scrolling effect similar to Green Hill and other zones.
So I went ahead and cut up the background in a way where it can be used for parallax scrolling:
