Yes, it's a constant starting in Sonic 1. Can't verify with 3D Blast right now but 2, CD and 3K follow 1's Title Cards rules.

@Chainspike - I just did it through Sound Test, didn't get the title card. I'll fix. I don't see much necessity, the Act pieces can be removed easily.

What's with the extra space in the bottom row in the third column?
Ice Cap Act 2 does have a title card, but it can only been seen after defeating the miniboss. Also, I'm not sure how necessary it would be to add, but Sky Sanctuary and The Doomsday both use Launch Base title cards without Act numbers.
