Sadly, that seems to be at least somewhat up to speculation.The four of them appear to connect vertically, but look entirely different from the rest of the background. They look more than anything like just leftovers from an even older version of the background that worked differently.

Where did those extra tiles come from, and how are they supposed to look when assembled?

I've always wondered if Eggman was the name of Robotnik's corporation before Sonic started calling him Eggman.

I kinda like the capsules here than how they are in the final version where they just slapped the original sprites in the same size and gave them the background palette.

Yeah those "AA" tiles are internal placeholders for animated tiles. You can find similar stuff in the tile data of other stages; the swinging ball tile objects in Hydrocity used domino pips for its placeholder, for example.
