if i'm correct, this zone was a stand in zone if you got all 7 Chaos Emeralds from the Special Stages and then Sonic would learn to become Super

attest this was added in the 2011 remake of sonic 2
@Leg8Cho likely because it was the one with the least amount of progress worked on it (excluding Wood Zone). It's a brilliant level, sure, but it's obvious that they probably didn't have enough time to work on it and refine it before release, not to mention potential cartridge space issues.
