Palette clashes when converting from a lighter scheme to a darker scheme. My best solution was to break the transition up to avoid any potential headaches (because I suffered some trying to organise them).

Why there are so many backgrounds for Ice Cap Zone?

Except it'd be a nightmare mess if both were together, and certain things applying to one game don't go into the other (Competition isn't in & Knuckles, and the title screens are entirely different, for example). It really is just a lot more easier to keep them separated.

It's a high-tier difficulty rip. When it comes, it'll be in four pieces, but basically there are a bunch of fundamental issues with thoroughly ripping it that there's little option but to take it slowly. Plus I need to fix the burning Act 1 as well.

Where's the AIZ Act 2 sheet? (the stage one) I've looked everywhere, but there's only the burning Act 1 and Act 2 tile sheets.

There's no such thing as "Sonic (S&K Palette)". The general palette used in Sonic 3 and Sonic & Knuckles are one and the same. Same applies to his Super form and his Hyper form. Same applies to Knuckles. And just because there's no underwater over in Sonic & Knuckles, doesn't mean "there's less palettes". I'm guessing you've not seen the Flash Cycle palettes on my current sheets for Mushroom Hill, Lava Reef, Sky Sanctuary, Doomsday and Mecha Sonic?
The long and short of it is this: the two games may be graphically coherent, but because they were released separately, it's logical to keep them separate, and in doing so helps with keeping the content organised as you can see it. The palette rules were cited as an example, but there's a lot more going on than obviously just that - for example, two of the Bonus Stages belong to the Sonic & Knuckles since that's where they were properly used first, and only appear in Sonic 3's portion of the lock-on game precisely because of the lock-on.

and since there is no underwater, less pallets to worry about, really we would need super pallete hyper pallete and knukles cutscene differed from ingame
