if i'm correct, the prototype ones is like Sonic's sprites in Sonic 3's 1103, that being it is basically reused but with the new Sonic 3 color pallete
@Knuckles it's due to the game swapping out Sonic and Knuckles' palette depending on who you're playing as. The signpost with the alternate color scheme is here for the sake of completion.

I think this is one of the few leftovers from Sonic 2 like Tails' continue animation, the options menu, the 2-player mode menu, and graphics from the results screen. I could count the level select though that's been modified, however, in Sonic 3 alone it uses the level icons from Sonic 2.

I am aware that this was edited off of the complete set, but the Knuckles sign is missing. It is used in game, but it's, obviously, blue.
