that's not a waterfall, that's a pissfall
It's used once in the Nick Arcade prototype, in Act 2. It's just left in the object list while the object was removed from the map before the Simon Wai prototype. So in a functional sense, it's unused, considering it's in 10% of the Prototypes that came before the retail game.
The large moving platform actually was used in the prototypes. A recolored version of it is also in Hill Top, which makes sense considering most of the geometry is just Emerald Hill Zone's recolored.
