Doesn't the Hidden Palace zone card exist in the final game (by using cheats)?

They're there for anybody who (somehow persist to) argue that the Actual palette - the one in increments of 36 - is incorrect, and thus can convert it to whatever they choose. It varies between games and then content depending on ports, but the values in multiples of 36 and the tangential ones (0, 52, 87) are the proper ones.
Shadow and Highlight values are more broadly specific to Sonic 2 and its prototypes, Sonic 3 and the Sonic & Knuckles prototypes, especially in 3 where it's used in both a menu and an element of gameplay.

How and what for exactly is one supposed to use the scheme values ?

Until someone can tell me where I can find the letters B, J and X, the text elements stay off.

This really doesn't make any sense. I get having a couple maybe for examples but having the sheet be nothing but the full title cards makes it difficult to see how it was even pieced together by the game and makes custom title cards a lot harder since you have to grab the letter you want from a pre-existing one. Also don't need to lay out every single palette variation just include the palette info like you have in the top right. Recoloring is super easy.
