You see those longer strips? The layout for them changes for each block of 512 pixels lengthways, and are not shared between acts when looking at corresponding coordinates.
wait, what's the difference between the backgrounds of Act 1 & 2 of Aquatic Ruin? there shouldn't be any, the background of a zone doesn't change in Sonic 2
