@NARbluebird_YT They're most likely meant to be "sparks"/"stars" reflecting how he had just been introduced (hence why they don't show up around Sonic). Strangely, I've just watched the title screen in action but the sparks aren't even there. If they're some sort of error, they should be removed.
If there's one thing I have always wondered, it's the fact that Tails has little bubbles around him on the title screen.

Yeah, also the Beta Sonic here should be deleted, since there's a separate sheet for him and Tails.
This is missing a few other parts; mostly the animations.

The sparkles are there in-game, but it happens so fast it makes sense no one noticed them!
