I recall if you place a green Orbinaut in debug mode, the transitional frame looks light gray.

A bit nitpicky, but the fish badnik is called Chopper in English. Masher is the similar fish badnik from Sonic 2.

If you're talking about the version with the Sonic palette, not happening. Unless an even earlier prototype appears and shows them in that scheme, I'm not putting them in.

Where's the Tom Payne Ball Hog sprites

There's a neat program (nemsrch) which extracts all the nemesis compressed sprites outside of the ROM in an uncompressed format, hopefully that helps.

It... really doesn't help. I don't understand the way Nemesis compression works, otherwise I would've been able to finish the prototype Hydrocity Badniks sheet by now.

Well actually, the whole file uses different sprites :)
