I could see Speed Highway in Sonic Adventure as it's successor stage. City themes really didn't become a common thing in Sonic until SA2 and the motifs are there.

Are you referring to the random pixels that are detached from the steel girders?

No, since they're like that in-game. It would be facetious to remove them and thus render it inaccurate.

@safteyninja. TattleangusMLG, I think it's supposed to be a highway under construction going through a city, explaining the lack of badniks. TBH it kinda looks like the City from SA2 or Sonic Forces.
