Nope, that's how they appeared in the tile viewer.
The waters being flipped has to be a mistake, right?
ah, never really noticed it tbh.
Then you would have seen it at one point or another in the three acts, especially in Act 2 when you can't miss them to get to the goal in the final area. They move the cable brick platforms.
