It's basically the Sonic 2 American cover Robotnik.
The design is aosth robotnik and Japanese robotnik with a sprinkle of american robotnik.
Never seen this design of Robotnik, looks like if the SatAM cartoon modeled him more off of his game design.

I always wondered how did Robotnik aka Eggman get so big!
@Dunk probably because he's so big and exaggerated in the wrong ways. But the DOS Mario and Mega Man games weren't bootlegs. But much like them, these weren't made by the creators of the originals, but was licensed (this one to SEGA of America, I think?).
This version of Eggman makes me ponder a the idea of an early DOS bootleg Sonic game for some reason.
