In case anybody is wondering how these rings are unused, they have a different count of frames and palette than the final.

@Cateye makes sense, the developers haven't added an actual title screen yet, so they made do with ASCII text on black until a real title screen could replace it

@Tedyman Nope and actually it should really be re-ripped.
It's a background that is made up of roughly 15 tiles, it does an animation (but doesn't animate). The time attack and rings HUD that pops up during this are sprites.
The Sonic Crackers title screen also isn't a sprite however the arrow is a sprite.
