@YellowInAHat indeed. Although i wonder if it was intentional, a little error when SEGA was inserting the palette or due MD limitations (since MD isn't so powerful as the S16 when it's about colors, i think that the third option is more reasonable)
Now that the colour palette is changed he looks more like his counterpart in FZII now.
Technically, that is the same sprite from the Arcade Version (i comparised side by side) but have less sprites (maybe to store memory?) and the color palette is slightly different (this is more noticeable in the stage backgrounds, specially in Stage 4)
