@beanluv: They did that for the same reason 3d blast on the Genesis did it, to keep Sonic's pallet for the badniks and Robotnik. Granted a Robotnik with red glasses would be cool looking, or you know they could've made a separate pallet like most other rom hacks did. But to be fair it was 2006, and he can't exactly remake it because he works at SEGA now. Good hack nonetheless.
@Doc von Schmeltwick: I think these are just enhanced versions of the sprites. (Either that or it's the same but ripped while a filter was in use)
