@Rabbid4240: To add on to Yawackhary's comment, the original version of this game did not come out in Japan, so this version was also made for Japanese players who didn't have access to the 16-bit version (until Sonic Mega Collection, that is).

@Rabbid4240 This game originally wasn't meant to be on the Saturn and only got the go-ahead because the other attempts had massive development problems. There had to be a Sonic game on the Saturn ready in late 1996 no matter what and it took a few months to do. They already had the renders before downgrading them to the Genesis, might as well have them in better quality. (Had Traveller's Tales thrown them out as soon as putting it onto the Genesis, then this version probably wouldn't have existed).
Besides it does have 3D but only in the Special Stages, the Saturn also wasn't easy to do 3D due to going for quads when most of the others used polygons and the messy design of the console that put most developers off. It was also why the Saturn got many 2D games as well especially arcade ports and picture galleries.
There are some early PS1/Saturn games that did have prerendered sprites so Sonic 3D wasn't the only one. In some ways they held up better looking than the 3D games even though back then it was the other way around. Then again there were some that were ugly then, ugly now. It depends on the style and how they got rendered.
