@BillyMOfficial It wasn't meant to be 3 years after. 1 or 2 years after for a RPG sure and was to be expected. There was so much that went off that putting it in a simple comment wouldn't do it justice. There were the political arguments between Victor Ireland (Working Designs boss who localized the game) and Bernie Stolar (Sega of America boss) behind the scenes, the latter didn't believe 2D RPGs were a seller and neither was the Saturn.

Believe it or not this game was actually done by Sega themselves (many times other companies in the US published their games like Renovation, Data East when Sega of America passed on them). They lost source codes to many of their games due to hard drive failures and development on the Saturn side was frantic. Part of the game had to be reprogrammed and Sega were ALREADY at a push resorting to releasing unfinished games on the Saturn because it was hard to program (literally from Day 1). That alone took up much of the delay.

Even without the source code loss, Working Designs was a small company and this was a big project. Lots of text, lots of voice acting. So much so that not everything got to be voice casted. They were aiming for July 1996 for its release date but it was too much for them.

Then there's also approvals on the Japanese side as well and they take a while too. They couldn't get rights to the theme song so they had to do an original song to replace it after already done an English cover. Working Designs had to deal with CLAMP and TMS (who later Sega bought) for various things.

The final Sega Saturn game to get a US release. Wonder why they decided to translate this 3 years after it's original Japanese release.
