@FridayFunkGaming291 I too rechecked. Paint (mspaint.exe) is the actual application that comes with Windows 95, and it most certainly has a bucket full of drawing implements as its icon. The only other icons in there are a document and four different shear directions. Paintbrush (pbrush.exe) was its predecessor in Windows 3.1, its icon is a palette with a brush stuck in it, and the pbrush.exe in Windows 95 is a compatibility shim that starts mspaint.exe. It's only 4.5 KB, while the Win3.1 pbrush.exe is 179 KB.
And all that still doesn't address how the cursors are missing their white outlines and fills.
Oh and the 16x16 Paintbrush icon doesn't really exist, that's generated on the fly by Windows. Paint does has its own distinct 16x16 icon though.

@Kawa i rechecked my instalation and it seems like i ripped these sprites from "Paint", not Paintbrush
I'm looking at a Windows 95 installation right now just to confirm what I remember, and that is not the Paint icon. Paint has a bucket full of drawing implements as its icon. What's shown here is the icon for Paintbrush, which starting in Windows 95 is just a compatibility shim that starts Paint instead, much like how Write just starts WordPad.
