@Bubsy: I had moved him from Vendors to Characters (Overworld) earlier because I felt it made more sense. Yes, he sells things, but it seemed like he didn't fit in that well considering all of the other vendors have actual shops and mugshots.
If there's enough of an argument against that, I can move him back.
