Well, that's kinda the thing; the term "homebrew" is generally used to refer to games that were coded from the ground up for consoles long after the consoles' relevance, regardless if it's based on an original IP or not. We already have some fan games with the "(Fan Game)" disambiguation, so no.
Should fan games be marked with the "(Homebrew)" disambiguation, or would they need a new one? They are technically homebrews, just not for consoles.
