Inversely, it can be possible Kagami had cues taken from Rumi. Tsundere personality types often times end up being similar.

1st: Eternal Fighter Zero was released in 2001
2nd: Lucky Star started in 2003
3rd: Rumi Nanase is originally from the VN "One ~Kagayaku Kisetsu e~" which was released in 1998 (all characters in this game are from (pre-)Key VNs).
So, yeah, it really isn't ripping off Kagami.
