Rainbow TMs were a thing in Super, they could be reused.
Also HMs were golden only in the older games, in Gates and Super they're more of silver-ish colour, while golden discs are for tutor moves instead (though tutor discs are used only in Gates, as in Super and DX you learn tutor moves from NPCs).
Considering the rainbow variant exists for the third disc, that might actually be an unused HM disc.
