The legit way is to beat the game once (not sure what ending is needed) and then the 2nd loop of the game starts with this outfit. Otherwise there are passwords that let you start off with this, the Justin Bailey one starts off with this with the Varia Suit already obtained.
where and when in the game is this used
you have to get morph ball before you can roll because you can't crawl despite every other platformer has a crawl function.
