Likely because in the West he's known as Balrog in Street Fighter, and with quotes it looks like it was intentionally named Bison... I've removed the quotation marks though, because you're right, they aren't needed.

The reason why I put his name in quotes was that he's referred to as just "Bison" in this port instead of the proper "M. Bison" name. I have no problem though with removing the quotes though.
