Okay, I think I see what the issue is. Their "left foot forward" sprite is followed by "right foot back" (when facing left) which makes it look out of order, but that's the way they animate in-game.
I suppose if their animations were "fixed" the order would go 1-4-3-2 (from the left) and 2-3-4-1 (from the right, mirrored)
This is true for all characters, but it's more obvious with Razor and Sandy (and also Jeff and Radiation Suit) because unlike the others their legs aren't solid black. So the error is on the developers.

@Obama Right-facing Sandy is the backwards one here it seems. Same with Razor. Hard to tell with the others.

Is it consistent? Left-facing Michael looks like he is moving backwards, but left-facing Sandy looks like she's going forward.

I know that, due to mirroring the arrangement goes 1-2-3-4 then 4-3-2-1

One of the walk animations (left / right) makes the character go backwards, since the frames were not rearranged after mirroring the entire animation.

I know Sandy is not normally playable, but I felt she was a better fit here than elsewhere.
And she makes for a nice, even 3x3 sheet.

I would just select one direction (left or right) and showcase the ingame frame order and the fixed version.
