From what I can find, this was published by Hacker International and developed by C&E. Neither company had any connection to Nintendo, actually Nintendo hated the idea of a company releasing games like this. Not because of Hanafuda that Nintendo themselves dealt with physically but rather the NSFW content. It says something when apparently one of the companies connected to Studio Ghibli had to personally apologise to Hiroshi Yamauchi just because they published an advert that had games from Hacker... Hacker itself also had a magazine and also released FDS pirating software yet the only thing that they got sued for was a hardware mod.
