These look like sprites ripped straight from MS DOS, not even redrawn or anything.
I was gonna say "but what about his disguises", but you're right, so the name's been changed.
I believe it should, as it shows not just Darkman and his disguises, but also his enemies.
Shouldn't this sheet be named "characters"?
I wonder why in most of Ocean's NES games all characters had a literally white skin...
