@SonicGlitchy most likely because the game was originally gonna be more "classic" (the sonic sprites from the leaked prototype are a good example of this) and they were already too far in development when they decided to change the art style
why is most of the bosses classic eggman but then other sprites their's modern eggman

Eggman, for some reason, decided that half way through this game he needed to change his clothes.
They're all incomplete here. It's just that most of them have their own sheets except that one and the one with the purple emerald (also incomplete).
