So what exactly happened between 1 and 3 on the PC? There is no Mega Man 2 PC, only Zuul.

@DocvonSchmeltwick Yes... but in this game when the blue bomber gains a new weapon his arm changes, at least in the artworks

@Doc von Schmeltwick: Simply put, his sheets were just minor re-arrangements of what was already ripped on TMM (except for the "Tiles" sheet, which was the exact same), with just the vertical spacing being slightly altered. And on top of that, the backgrounds were all taken directly from VGMaps.
I'm confused, it sounded to me like he took them from the ROM....what happened?

Does that program work for all DOS games?

Incidentally I once had a dream there was a 2, and the villain was a Mega Man-sized Yellow Devil with a vertical football-shaped head. Think he was called "Hibejibe."
