Their Name Is Gasman I Guess
Oh yeah, I remember The Corps. For those unfamiliar, they were one of G.I. Joe's main competitors in the 90s. The brand is still around to this day.
Lanard also makes the Primal Clash series, which is troops with prehistoric animals (Real and fictional species) as companions. Including King Kong-esque apes.

That is, if I'm not mistaken, a Lanard 1990 "The Corps!" Gasman action figure. You can tell it's the 1990 one by the bright neon green outfit, where other editions had him wearing less vibrant colors.
Is that a G.I. Joe action figure?
