That's sort of the point - CD was basically 1, but not. Though this background is perhaps more akin to 2 (and Chaotix with that lower cliff section), it wouldn't look out of place in CD, which tried to break away from the flatter foregrounds and backgrounds of 1.

This is more of a Sonic 1 style aside for the bottom section. Not as abstract as Sonic CD, but not as focused as Sonic 2 and a fairly plain sky. And yes I know about Mirage Saloon and it looked great there, I'm just stating something that isn't as obvious
