@Faizal786 It's because Atari (the one that Jack Tramiel owned at the time, not the other Atari aka Tengen, later became Midway) had a limited budget. Made worse was that Atari didn't have many developers who were willing to work with them, even Epyx who made the console and developed some games went under shortly after. Also made worse was that the dev kit required an Amiga, the rival of the Atari ST. Mario was complete no-go at the time for licensing especially Super Mario Bros. (only Hudson was allowed, Ocean wanted the license), it would have been too late for a Mario Bros. port. The rest were either faithful to Nintendo or Commodore (Capcom, Konami), didn't want to work with Atari (too many to list), was working on their other consoles (Sculptured Software for the 7800) or Atari was unable to get the rights. They even sued companies on obscure patents just so they could get extra games to license (some Sega games were going to be on the Jaguar).

It did get a few well known games such as Lemmings, Double Dragon (via Telegames, based on the Genesis version), Ninja Gaiden [arcade], Ninja Gaiden 3, Desert Strike and Super Off Road (via Telegames), Toki and arcade ports from the other Atari. All things considering the Lynx did okay.

Besides I think Ms. Pac-Man made it because it wasn't fully owned by Namco, rather GCC that Atari worked with in the past. Doesn't explain Pac-Land but they probably licensed it from Namco. Yet Pac-Man's nose is short (similar to the US arcade version) compared to most of the other versions that were licensed.

Because the Atari Lynx was made by Epyx and they limited access to who can make games for the platform. That, and when Epyx offered Nintendo the Lynx before they approached Atari, the Game Boy was already in development...

well pacman takes place on a single screen and lynx may not be able to handle scrolling

why didnt they put Mario, Megaman and some classic games?
