They do resemble Bob-omb NPCs in PM64. They probably just decided to go with the big guys.

I can see why these guys were scrapped.
Hyper Bob-omb was probably scrapped cause Intelligent Systems thought Twilight Trail had enough enemies. Ultra Bob-omb’s case might’ve been that the company didn’t know where to implement him in the game as late as Chapter 7…
My guess is that they weren’t meant to be scrapped per se, but were meant to be potential palette swaps for ordinary Bob-ombs.
